Grand Canyon University Confronts Historic $38M Penalty Over Allegations of Misleading Tuition Statements

Grand Canyon University has been hit with a fine of $37.7 million for deceiving its students over the cost of their education. Here’s the full story.

Ungodly Amount of Money

Grand Canyon University, the largest Christian university in the United States with over 100,000 students, faces a substantial $37.7 million fine from the federal government.

Grand Canyon University has 20 days to appeal the fine.

Largest Penalty

This penalty comes in response to allegations that the university misled students regarding the cost of its graduate programs.

It is the most significant fine of its kind ever imposed by the U.S. Education Department. 

“Lies and Deceptive Statements”

Grand Canyon University, however, vehemently denies the allegations. In a five-page statement, the school characterized the accusations as “lies and deceptive statements.” 

Deny and Defend

They stated, “Grand Canyon University categorically denies every accusation in the Department of Education’s statement and will take all measures necessary to defend itself from these false accusations.” 

Inaccurate Information

An investigation conducted by the Education Department revealed that Grand Canyon University provided inaccurate information to more than 7,500 current and former students regarding the cost of its doctoral programs. 

More Please

As far back as 2017, the university informed students that its doctoral programs would cost between $40,000 and $49,000.

However, the department found that less than 2% of graduates completed their programs within this cost range, with 78% paying an additional $10,000 to $12,000. 

Not Included

The additional costs often arose from “continuation courses” required to fulfill dissertation requirements, according to the department. 

Broken Trust

Richard Cordray, the Chief Operating Officer for Federal Student Aid, a department within the Education Department, emphasized the harm done to students, stating, “GCU’s lies harmed students, broke their trust, and led to unexpectedly high levels of student debt.” 

Unaccountable Universities

The Biden administration is imposing this fine as part of a broader effort to hold U.S. universities accountable.

The Education Department recently implemented a regulation that could potentially reduce federal funding to for-profit college programs if graduates cannot repay loans. 

Ensuring Outcomes

Additionally, the agency aims to provide students and their families with more information about outcomes from all colleges.

The department is also imposing new conditions that the school must meet to continue receiving federal funding. 

“Substantial Misrepresentations”

These conditions include not making “substantial misrepresentations” about the cost of doctoral programs, using the average cost paid by graduates when informing students about program expenses, reporting any ongoing investigations or lawsuits, and instructing current doctoral students on how to file complaints with the Education Department. 

Follow the Money

Over the past four years, Grand Canyon University has disbursed more federal student aid than any other U.S. institution, as reported by the department. 

Unfairly Targeted

Earlier this month, the university alleged that federal agencies were unfairly targeting them with “frivolous accusations” as a form of retaliation for a lawsuit filed against the Education Department in 2021.

This lawsuit was initiated after the agency rejected the university’s request to be reclassified as a nonprofit college. 

A Non Profit That Profits

Although Grand Canyon University became a for-profit institution in 2004, it applied to regain nonprofit status in 2018, a request blocked by the Trump administration.

Despite this, the school is considered a nonprofit by its accreditor and the Internal Revenue Service. 

“Disturbing Pattern”

In response to the fine, Grand Canyon University argues that its cost disclosures have been upheld in court during a separate lawsuit and by the school’s accreditor.

They view the fine as part of a “disturbing pattern” by the Education Department, alleging that the agency declined a request to address the issue through a federal mediator. 

Lots of Students, Lots of Money

While the university enrolls around 20,000 students at its campus in Phoenix, most of its students take online classes from outside Arizona.

As of 2021, the university had approximately 80,000 students in online programs, with nearly equal enrollment in undergraduate and graduate programs. 

“Predatory Schemes”

Various groups advocating for student loan borrowers have applauded the fine.

Aaron Ament, President of Student Defense, expressed support for the Education Department’s action, stating, “We’re glad to see the Department of Education take action to prevent graduate schools from misleading students about the costs of their programs, and we hope they will continue to crack down on these types of predatory schemes.”

“Targeting Opponents”

Online, the news has led to accusations of unfair treatment by some, with one commenter stating, “More Department of Justice targeting opponents.” Another said simply, “The Feds hate Christians.”

“Diploma Mill”

Others, however, voiced support for the move, with one poster commenting, “Grand Canyon University is a diploma mill. It’s not a real school. It should be shut down.”

The city of Chicago is taking proactive steps to ensure the safety and well-being of both migrants and homeless individuals who may be exposed to harsh cold weather conditions. Here’s the full story.

The Plan

Mayor Brandon Johnson’s office recently announced a comprehensive plan aimed at assisting those in need.

One of the key components of this plan is the deployment of “warming buses” by the Chicago Transit Authority.

Warm Buses

These buses will be stationed at designated locations throughout the city to offer shelter and warmth to migrants and homeless individuals.

The initiative is part of the efforts to address the challenges posed by the upcoming winter season.

Accepting Thousands of Migrants

Chicago has been at the forefront of supporting migrants, having accepted over 19,000 migrants since August 2022.

The Homelessness Issue

However, migrants are not the only ones facing the current problem.

Recent studies indicate that there are more than 68,000 Chicagoans experiencing homelessness.

No Protection Against the Upcoming Cold Weather

Many migrants currently reside in tents, which may not provide adequate protection against the upcoming cold weather.

Furthermore, local shelters are reported to be operating at full capacity, making the situation even more challenging.

Protect the Vulnerable Population

In response to these circumstances, the city has decided to take a proactive approach to ensure that vulnerable populations are adequately supported during the winter.

Major Kendall Matthew of the Salvation Army, an organization dedicated to helping those in need, shared the importance of providing transitional support to migrants who may not be familiar with the harsh winter conditions in Chicago.

We’ll Be Here to Help Them

“We know the weather is getting ready to get cold. And when it gets cold outside, a lot of these folks aren’t familiar with the cold weather like we are.

So that’s going to take some transition. But we’ll be here to help them as well,” Major Kendall Matthew said.

Distributing Hundreds of Care Packages

The Salvation Army has already taken steps to help migrants by distributing hundreds of care packages.

These packages contain essential items such as gift cards, hygiene products, and diapers.

Receiving New Migrants From Other States

A recent press release stated, “The City of Chicago continues to receive new arrivals on buses from the state of Texas and flights from San Antonio, TX, New York, NY, and Denver, CO.”

“Let’s Send More Money to Other Countries”

Who Will Bear the Cost of Relocation Choices?

He went on to say, “The climate is not the end of the planet. So the planet is going to be fine.”

A few days later, at an event hosted by The New York Times, Gates continued his more measured stance on climate change.

Furthermore, notable scientists from MIT and Princeton University have warned of the negative consequences of EPA measures designed to reduce carbon dioxide emissions from power plants.

Dr. Judith Curry, a prominent climate scientist who once subscribed to alarmist climate theories, has also shifted her stance, now refuting the existence of a global “climate emergency.”

But it wasn’t just the United States government that was funding the schools, says the U.S. Justice Department.

In fact, researchers at Stanford have long had deep ties with China’s Fudan University.

Not only do researchers collaborate with each other across the institutions, but Fudan itself funds many of Stanford’s studies, according to the Justice Department.

Those types of arrangements are fairly common in the academic research community and might raise eyebrows among the general public.

But it’s mostly business as usual as long as certain requirements are met.

And that’s where the problems start for Stanford, and maybe eventually for Yale and Harvard, too.

According to the Justice Department, Stanford researchers who were collaborating with or at least partially funded by Fudan failed to disclose that information when applying for federal grants between 2015 and 2020.

In the end, the two sides reached a settlement agreement. Stanford will admit no wrongdoing but will repay the federal government about $2 million.

 A Mere Pittance

That’s a pittance compared to the amount of grant money Stanford received over that five-year period, some of it obtained even while they were negotiating the settlement.

The Dangers of Working Wirth Chinese Institutions

It seems like a slap on the wrist to some in the know, including FBI Director Christopher Wray, who has repeatedly warned universities about the dangers of working closely with Chinese institutions.

That’s especially true with projects involving Fudan, which doubled down on its nationalistic ambitions by pledging its allegiance “to the leadership of the Chinese Communist Party.”

Of course, with China’s communist ally Vladimir Putin fighting to expand Russia’s borders and with the general secrecy around China’s own military ambitions, those aren’t necessarily comforting words for Americans.

Academics may think that their research is pure and will only be used for good. But former investigative counsel for the U.S. Department of Education Paul R. Moore says in an opinion piece for The Hill that universities need to be held to a higher standard.

Closing the Academic Borders

With more than 133,400 asylum seekers arriving in New York City since the spring of 2022, officials shared that the city has far surpassed its capacity.

Crisis Could Begin to Play Out on City Streets

A city spokesperson explained the urgency of the situation, saying, “For months, Mayor Adams has warned that without substantive help from our state and federal partners, this crisis could begin to play out on city streets.”

Out of Space

“We have opened more than 210 emergency shelters in response to this crisis, and simply put, we’re out of space,” the spokesperson added.

The “Sanctuary” City

In response to this crisis, New York City has initiated a program to provide one-way plane tickets to migrants who have arrived in the “sanctuary” city.

Politico data from June revealed that the city spent approximately $50,000 in a one-year period to resettle numerous migrants in various parts of the United States, as well as other countries, including South American nations and even China.

The Reticketing Center

The newly established reticketing center will assist in securing plane tickets for migrants looking to relocate elsewhere.

Additionally, the center will support other operations for new arrivals at the Roosevelt Hotel, which has been repurposed into a shelter for migrants.

The Recent Strategy

Providing one-way plane tickets is the latest measure in a series of steps taken by the city to cope with the influx of migrants.

In July, New York City introduced posters cautioning migrants that “there is no guarantee we will be able to provide shelter and services to new arrivals.”

These posters also said, “Housing in NYC is very expensive. The cost of food, transportation, and other necessities in NYC is the highest in the United States.”

Notices to Leave Shelters

In an effort to free up shelter space, the city has started issuing adult migrants 30 and 60-day notices to vacate shelters.

Still in Shelter System

As of October 22, approximately 13,500 migrants had received 60-day notices, and more than 6,500 had received 30-day notices.

Significantly, less than 20% of those who exceeded these time limits are in the shelter system.
